Hell, there's no point target jamming someone unless he's within 10km or he'll just warp away.
Nobody will stick around if they cannot fire back, regardless if they have 6 tachyons versus a Scorpions 4 1200mm's.
From a 1 vs 1 perspective only.

Gonna have to disagree that ECM is overpowered, Jash.
People just don't have sufficient knowledge of countering ECM.
There are numerous lo-slot items out there which could make your Tempest exceptionally unjammable. You just have to fit more than one. The same way I have to fit more than one module to target jam you.

4 F-43 Repeatatives could give you +8 in magnetometric, gravimetric, and radar.
23 in Ladar.
+23 sensor strength is highly unlikely to get you target-jammed unless a ship is specifically setup to counter such abnormal sensor strengths.

A blackbird is a specialised vessel specifically designed to jam another ship.
Electronic Warfare is exactly what it says.
It has only become really useful since missiles became good.

I don't think it is unfair that 1 ship has to rely on sheer opportunism to lock you. 1 blackbird can lock you down but will take a long time to destroy you. Long enough for you to use your vastly superior cap and mwd to force your way past the webifier. I'm assuming you were coming out of warp though. Different story if they caught you stationary.
2 Caracals could still target-lock and webify/warp-jam you if they were extremely lucky and well-skilled at working in unison.
I think ECM is very very powerful but, then again, it has an amazing drawback: Get it wrong and you're ******.

Instead, let's concentrate on why ECM-cruisers can suddenly do a lot of damage: Missiles.
